The Secret Life of Lady Julia - Lecia Cornwall

This book begins in England and moves to the political intrigue of the Congress at Vienna. The hero is a thief, the heroine has had a child out of wedlock (his, though he doesn't know). It was hard to have a lot of sympathy for either character (he's a thief; she became impregnated at her betrothal ball to someone else). Even worse, it was a tedious read. At least the cover is pretty.
